Rates charged based on birth rates verse death rates. For example Goldfish should pay less per capita than a whale because goldfish have much shorter life expectancies although they give birth to more offspring than a whale or a shark. The same for frogs who can have hundreds at one time but most of them can have a much shorter life expectancy than a coral reef per say.
